Mr Tlegen Matkenov studied law at the Alma-Ata Specialized Secondary School of Police of the USSR Ministry of Internal Affairs (1986–1988) and completed legal studies at the Almaty Higher Investigation Academy of the State Investigation Committee of the Republic of Kazakhstan (1994–1997)
